In the case of violations, what is the preference? discount or surcharge?
As a consumer I think that I prefer the idea of being able to pay a violation and if paid within a certain timeframe I'd get a discount. I have utility bills that work on the same premise.. pay this much before this date, or pay this much (more) after the given date. I think it is a good motivator to make payment sooner rather than later.
In the case of a surcharge, I don't feel the same pressure though it really is the same thing. The discount one makes me feel more like I have control and that I am "saving" some money.
So I'd think that discount violations would reap more revenue and would be a better client experience. I'd be happy to hear other thoughts around this.
